The rankings
1. Hetzner Cloud — unbeatable price/performance in Europe
Hetzner's CX22 (2 vCPU, 4 GB, 40 GB NVMe) costs roughly €4.5/mo and outscored providers charging three times more. Our fio test showed 890 MB/s sequential reads. The catch: German-focused, US locations are newer, and account verification is strict. For EU workloads, nothing touches it.
2. Vultr — best global footprint
Vultr offers 32 locations with consistent hardware generation. The 2 vCPU "High Frequency" plan ($12/mo) delivered the lowest, most stable latency across US and EU probes. Their $2.50 IPv6-only sandbox is also perfect for learning SSH administration.
3. DigitalOcean — best developer experience
DigitalOcean's documentation, one-click apps and predictable pricing remain the reference standard. Performance is slightly behind Vultr's High Frequency line but the ecosystem (App Platform, Managed DBs, Spaces) saves real engineering time.
4. Linode (Akamai) — best network for the US
Now part of Akamai, Linode inherits one of the world's largest CDNs. US East throughput was the best we measured at 1.4 Gbps sustained. Their bundled transfer allowance is also the most generous.
5. OVHcloud — best bare-metal value
OVH's VPS line is decent, but their real strength is budget dedicated servers from €25/mo with anti-DDoS included — ideal for game servers and high-traffic applications.
6. UpCloud — fastest storage
UpCloud's MaxIOPS storage delivered 96k IOPS in our 4K random read test, the highest of any provider. Slightly pricier, but databases love it.
7. Contabo — cheapest resources, with caveats
Contabo gives you 4 vCPU / 8 GB for ~€6/mo — absurd value. The trade-offs: variable CPU steal during peak hours and a support queue measured in hours, not minutes. Fine for non-critical workloads.
8. Scaleway — best EU-native alternative
French, GDPR-native, with green datacentres and flexible billing to the second. Performance is solid; the control panel is a bit quirky.
